Packaging & Labeling Verification Checklist

Use this checklist when receiving new products to verify compliance with Maine's packaging and labeling requirements. All products must meet these standards before being offered for sale.

28‑B §701; OCP Rule, Ch. 30

Required product information

Product name and/or strain identity Maine universal symbol clearly displayed (minimum 0.25" × 0.25") Total THC content prominently displayed in milligrams (mg) CBD content displayed in milligrams (mg) Batch number, harvest lot, or production batch number Cultivation facility license number (for flower products) Manufacturing facility license number (for processed products) Net weight or volume listed in metric (g/mL) and US customary units (oz/fl oz)

Required warnings & statements

“For use only by adults 21 years of age or older. Keep out of reach of children.” “This product has intoxicating effects and may be habit forming.” “Smoking cannabis can be hazardous to your health.” “Should not be used by women who are pregnant or breastfeeding.” “Cannabis can impair concentration, coordination, and judgment. Do not operate a vehicle or machinery under the influence of this drug.”

Product-specific requirements

Edible products

THC per serving clearly marked (maximum 10 mg per serving) 28‑B §703(1)(F) Total package THC clearly marked (maximum 200 mg per package) 28‑B §703(1)(F) List of all ingredients in descending order by weight Allergy warnings (nuts, dairy, gluten, etc.) If multiple servings: “This product contains cannabis. Each serving contains (serving size) mg of THC.” “The intoxicating effects of this product may be delayed by 2 or more hours.”

Concentrates & vape products

Extraction method used (CO₂, hydrocarbon, ethanol, etc.) List of solvents, gases, and chemicals used in production For vape products: “This product contains cannabis concentrate including natural/artificial flavors.” For inhaled products: “This cannabis product may cause vomiting, dizziness, or anxiety.”

Child-resistant packaging

Flower products

Child-resistant packaging maintains effectiveness for multiple openings No transparent windows or cutouts allowing product visibility Exit packaging provided for non-compliant containers

Edibles & concentrates

Child-resistant packaging compliant with 16 CFR 1700 Packaging is opaque or not easily visible Individual serving packaging for multi-serving items

Do not sell products that fail these checks. Any packaging or labeling deficiencies must be:

Quarantined in secure storage
Documented with specific compliance issues
Returned to the distributor or repackaged if regulations allow
